Staff Summary
·      Add Lanes Washington Street Thoroughfare Improvement; Phase II: Consultant Agreement and Appropriation
·      The improvement of Washington Street for additional lanes was a contender for the transportation challenge bonds 2011 issuance.
·      At this time, the Phase II design engineering will be completed with bond financing.
·      A consultant will be utilized to undertake the Phase II design engineering services.
·      The selected and recommended firm is Patrick Engineering, Inc., Lisle, Illinois, for a maximum cost of services described as $1,779,072.72.
·      This resolution appropriates $1,955,000 of ¼% Sales Tax for Transportation and Public Safety funds.

R E S O L U T I O N
 
WHEREAS, Washington Street (County Highway 45) from Hainesville Road (County Highway 24) to Lake Street is a designated route on the county highway system; and
 
WHEREAS, it would be beneficial for the safety and welfare of the motoring public if Washington Street between Hainesville Road and Haryan Way could be improved to provide increased traffic capacities (Add Lanes Washington Street Thoroughfare Improvement); and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase II engineering services (Design Engineering); and
 
WHEREAS, Lake County by and through its Division of Transportation has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and
 
WHEREAS, Patrick Engineering Inc., Lisle, Illinois, are consulting engineers skilled in the provision of said Phase II engineering services (Design Engineering).
 
NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Patrick Engineering Inc., Lisle, Illinois, be employed to provide said Phase II engineering services (Design Engineering), and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, an agreement for consultant engineering services between Lake County and Patrick Engineering Inc., Lisle, Illinois, for a maximum cost of services described as $1,779,072.72, a draft copy of which is attached hereto.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.
 
BE IT FURTHER RESOLVED that there is hereby appropriated $1,995,000 of ¼% Sales Tax for Transportation and Public Safety funds for these engineering services designated as Section 11-00121-10-WR.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations provided.
