Resolution authorizing the Purchasing Agent to enter into a contract with Lafayette Group, Vienna VA for Consulting Services for a Tactical Interoperable Communications Plan (TICP) for Lake County.

 

Staff Summary

                     Lake County has been awarded federal Homeland Security funding by the Illinois Emergency Management Agency and the Illinois Terrorism Task Force, through the Federal Emergency Management Agency’s Interoperable Emergency Communications Grant Program (IECGP) to improve the current status of interoperable communications in the area.

                     There is a need for consulting services to develop and facilitate the implementation of a unified comprehensive Tactical Interoperable Communications Plan (TICP).

                     Request for Proposals were extended to (9) nine proposers and (5) five proposals were received.

                     An evaluation committee with representation from the Lake County Emergency Management Agency, Lake County Radio department, Lake County Sheriff’s Office and the Lake County Interoperable Communications Council reviewed, evaluated and ranked all proposals.

                     The evaluation committee determined that the proposal submitted by Lafayette Group, Vienna VA, IL in the amount of $70,000 is the most favorable proposal.

                     The cost will be charged to account number 101-1101040-79940-000-000-000-11400.

WHEREAS,.there is a need to develop and facilitate the implementation of a unified comprehensive Tactical Interoperable Communications Plan (TICP)

 

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Consulting Services to develop the Tactical Interoperable Communications Plan (TICP); and

 

WHEREAS, subsequent to said publication, Request for Proposals were extended to nine (9) proposers and sealed proposals were received and opened on January 21, 2010 at 2:00 p.m., in the County Building, Waukegan from 5 (five) proposers; and

 

WHEREAS, an Evaluation Committee with representation from the Lake County Emergency Management Agency, Lake County Radio department, Lake County Sheriff’s Office and the Lake County Interoperable Communications Council reviewed, evaluated and ranked all proposals; and

 

WHEREAS, based on the criteria set forth in the Request for Proposals, the Evaluation Committee determined that the proposal submitted by Lafayette Group, Vienna VA, IL is the most favorable proposal.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into a contract with Lafayette Group, Vienna, VA for Consulting Services for a Tactical Communications Plan in the amount of $70,000 charging the costs thereof to account number 101-1101040-79940-000-000-000-11400 and requests its adoption.
