R E S O L U T I O N
WHEREAS, Fairfield Road (County Highway 49) from Illinois Route 176 to Old McHenry Road (County Highway 32); is a designated route on the county highway system; and
WHEREAS, it would be beneficial to the safety and welfare of the motoring public if the above-said county highway could be resurfaced; and
WHEREAS, the State of Illinois, through its Department of Transportation, has made available for this resurfacing improvement $1,144,163 of federal funds from the American Recovery and Reinvestment Act of 2009 (ARRA); and
WHEREAS, all ARRA funding allocated to local agencies in the Chicago Region is being administered by the Chicago Region Metropolitan Planning Organization, CMAP and some additional ARRA funding may become available by the obligation deadline of September 2010; and
WHEREAS, the State of Illinois and Lake County are desirous on entering into an agreement for said improvement; a draft copy of which is attached hereto
NOW, THEREFORE BE IT RESOLVED by this County Board of Lake County that the Chair of the County Board, the County Clerk, and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County an agreement with IDOT, for the financing of the resurfacing of Fairfield Road (County Highway 49) from Illinois Route 176 to Old McHenry Road (County Highway 32). The County Engineer shall transmit, in writing, the final agreement to be executed by the Chair of the County Board and the County Clerk and grant plan and specification approval to the Illinois Department of Transportation.
BE IT FURTHER RESOLVED that that the Chair of the County Board, the County Clerk, and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County any subsequent amendments to the said agreement, without further board action, which have the effect of increasing the amount of federal funds made available to financing of the project.
BE IT FURTHER RESOLVED that there is hereby appropriated $1,150,000 of Matching Tax funds for this improvement designated as Section 08-00999-01-RS.
BE IT FURTHER RESOLVED that a copy of this agreement and any subsequent amendments, when executed in their final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the county share does not exceed the appropriation aforesaid.
