Joint  resolution authorizing an emergency appropriation for the Lake County Health Department in the amount of $2,709,564 in new grants and increased revenues.

Staff Summary

•                     The Health Department has been awarded five new grants and increased revenues from Community Health, Environmental Health, Behavioral Health and Primary Care Service Areas.

•                     These funds have not been previously appropriated because they were awarded after the adoption of the FY2009 budget.

•                     The new grants and additional revenue for the Health Department totals $2,709,564 and a complete list of the sources of these funds is included in the resolution. 

Body

WHEREAS, the Lake County Health Department and Community Health Center has been awarded five new grants, grant increases, and other revenue increases delivered by our Community Health, Environmental Health, Behavioral Health and Primary Care Service Areas; and

WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and

WHEREAS, these grant and additional funds totaling $2,709,564 have not been previously appropriated, having been awarded after adoption of the Fiscal Year 2009 budget; and

WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.

NOW, THEREFORE, be it resolved, by this County Board that an emergency appropriation in the amount of $2,709,564 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and

BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:

•                     Department of Health and Human Services, HRSA, New Access Point Grant $578,289;

•                     Roche Pharmaceuticals Donation, HIV Prevention $5,000;

•                     Illinois Department of Public Health, Tobacco Free Lake County Grant Increase $2,000;

•                     Illinois Department of Human Services, Child & Family Connections Grant Increase $64,636;

•                     Friends for Health Foundation, Grant Increase $4,475;

•                     Department of Health and Human Services, HRSA, Capital Improvement Grant $1,715,660;

•                     Department of Health and Human Services, HRSA, 330 Base Adjustment Grant Increase $105,730;

•                     Illinois Department of Human Services, WIC Grant Increase $31,554;

•                     Friends for Health Foundation, Prescription Grant $43,620;

•                     Target Corporation Funding, Reach Out and Read Grant $2,000;

•                     Illinois Routine Testing Initiative, HIV Testing Stipend $10,000;

•                     DAS Charitable Fund, Donation for Spay and Neuter Program $20,000;

•                     Illinois Department of Public Health, PHER 1, 2, &3 H1N1 Grant $126,600.
