WHEREAS, the County of Lake, Illinois entered into a lease agreement with Great Lakes Training Facility, Inc (The Foundation) on September 25, 2006 for a land area of 71.33 acres located at 15900 Russell Road in Zion; and
WHEREAS, said lease agreement allows for the Great Lakes Training Facility, Inc to construct, develop, maintain and operate a disaster training facility on the leased portion of the County owned site; and
WHEREAS, said lease agreement stipulates that the County covenants and agrees to reasonably assist the Foundation in obtaining approvals or permits from other governmental agencies; and
WHEREAS, through the normal course of permitting the development, the Lake County Division of Transportation has required the dedication of ten additional feet of right-of-way for public road purposes along the frontage of Russell Road as part of the approval process for a major access permit for this site; and
WHEREAS, the Foundation has caused to be prepared a Plat of Dedication meeting the requirements of the Lake County Division of Transportation to dedicate said right-of-way for Public Road Purposes; and
WHEREAS, the Plat of Dedication prepared by Greengard, Inc dated October 7, 2008 and revised December 09, 2008 is attached hereto as Exhibit 1 legally describing the right-of-way dedication for PIN 03-03-300-001 commonly known as 15900 Russell Road, Zion, Illinois.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the Board is hereby authorized to consent to and execute the dedication of County owned property indicated in the Plat of Dedication prepared by Greengard, Inc., dated October 7, 2008 and revised December 9, 2008 for public road purposes.
