Joint resolution adopting the 2026-2031 Transportation Improvement Program as the official transportation program for the Lake County Division of Transportation.

 

Staff Summary

                     Illinois Road and Bridge Laws (605 ILCS 5/5-301) require County Engineers of the State of Illinois to annually prepare an updated five-year Transportation Improvement Program.

                     The five-year Transportation Improvement Program is a planning document that serves, in part, as the implementation plan of Lake County’s Long-Range Transportation Plan and is intended to guide near-term improvements and maintenance.

                     The County Engineer and Division of Transportation staff have prepared the 2026-2031 Transportation Improvement Program, and the County Engineer presented the program to the Public Works and Transportation Committee on June 3, 2026.

                     The 2026-2031 Transportation Improvement Program aligns with the County Board Strategic Plan adopted in September 2023, including the Strategic Goal: Adaptive Infrastructure.

                     The 2026-2031 Transportation Improvement Program is fiscally constrained based on the expected revenue over the five-year planning horizon.

RESOLUTION

 

WHEREAS, to provide for a comprehensive and coordinated system of transportation improvements and maintenance, it is necessary to undertake a multi-year approach to the planning and implementation these projects; and

 

WHEREAS, in accordance with 605 ILCS 5/5-301, the County Engineers of the State of Illinois are required to annually prepare an updated five-year Transportation Improvement Program; and

 

WHEREAS, the Transportation Improvement Program is a planning document intended to guide near-term improvements and maintenance and is subject to modification; and

 

WHEREAS, on June 10, 2014, the Lake County Board adopted the Year 2040 Transportation Plan as its long-range transportation plan; and

 

WHEREAS, implementation of the Lake County 2040 Transportation Plan is accomplished, in part, through the adoption and execution of the 2026-2031 Transportation Improvement Program; and

 

WHEREAS, the County Engineer and Division of Transportation staff have prepared the 2026-2031 Transportation Improvement Program; and

 

WHEREAS, the County Engineer presented the 2026-2031 Transportation Improvement Program to the Public Works and Transportation Committee on June 3, 2026; and

 

WHEREAS, the 2026-2031 Transportation Improvement Program aligns with the Lake County Board Strategic Plan adopted in September 2023, including Strategic Goal: Adaptive Infrastructure.

 

NOW, THEREFORE, BE IT RESOLVED, that this County Board of Lake County, Illinois, hereby adopts the 2026-2031 Transportation Improvement Program as the official transportation program for the Lake County Division of Transportation; and

 

BE IT FURTHER RESOLVED, that the County Engineer shall publish the final draft of the 2026-2031 Transportation Improvement Program in accordance with statutory requirements of 605 ILCS 5/5-301, and shall make the document available to the public on the Lake County Division of Transportation’s website and through other appropriate channels; and

 

BE IT FURTHER RESOLVED, that the Lake County Clerk is hereby directed to transmit a certified copy of this resolution to the district office of the Illinois Department of Transportation through the office of the County Engineer.
