Illinois Department of Healthcare and Family Services - Medicaid Match, $1,730,000 - Funding Approval - Nordstrom

Lake County Health Department and Community Health Center (LCHD/CHC) received, through the Illinois Department of Healthcare and Family Services (DHFS), a Medicaid Match payment in the amount of $5,696,752.89 which exceeds the LCFY24 amount of $2,909,212.00. The payment received in excess of the LCFY23 budget equals $2,787,540.89.
We have an organizational need to fund the following projects, and the amount requested to be appropriated is $1,730,000.
• Belvidere Medical Building - $830,000. Projects to be completed:
1) Replace fifty-two coil units and direct digital controls (DDC) on the second floor to have improved control over the temperature in those spaces.
2) Update the north side windows by removing each window from its frame, cleaning and caulking those frames, and resetting the existing windows in correct orientation and sealing. This resolves ongoing challenges to preventing water infiltration.
3) Replace the center stairwell glass which may also require the replacement of the frames as those windows are decades old. This project will eliminate water infiltration and improve energy efficiency.
• Group Home Project - $100,000: This will allow for the replacement of furniture in client bedrooms, the common living area, dining room space, and offices. This funding supplements separate funding secured from the State of Illinois to complete significant upgrades to the building which was built in 1989.
• Women’s Residential Services (WRS) Project - $250,000: Lake County is moving forward with significant changes to the Depke Complex. Included in that work is a significant addition to the space for the WRS Program. There is work needed to update the exterior and windows of the residential building. LCHD/CHC will contract for this work separate from Lake County’s contract for the addition. This has been slated for work in the next couple of years and it makes sense to complete the work now, to not disrupt the program again in the near future.
• 3002 Grand Avenue Roof Replacement - $250,000: This was slated to be done in the next couple of years. The life of the roof cannot be extended by completing repairs since work is needed on the membrane, flashing, and insulation.
• North Chicago Project - $300,000: This is separate from, but related to, the work being done to restore the facility following the flood in January. We are taking the opportunity to complete minor additional changes from lessons learned since moving into the renovated space two years ago. This work will include dental operatory and lab renovations and space reassignment. To enhance provider interaction in the dental labs and streamline workflow for the team, spaces were updated and moved.

To approve an emergency appropriation in the amount of $1,730,000.00 from unbudgeted funds received from the Illinois Department of Healthcare and Family Services in LCFY24.
