R E S O L U T I O N
WHEREAS, Stearns School Road, County Highway 74, is a designated route on the County highway system; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the motoring public if Stearns School Road, from Hutchins Road to U.S. Route 41, could be improved; and
WHEREAS, Phase II design engineering services are required for said project; and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase II design engineering services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Baxter & Woodman, Inc., Crystal Lake, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Baxter & Woodman, Inc., Crystal Lake, Illinois, be employed to provide said Phase II design engineering services for the resurfacing of Stearns School Road, from Hutchins Road to U.S. Route 41, in the amount of $99,781.50, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, for consultant engineering services between Lake County and Baxter & Woodman, Inc., Crystal Lake, Illinois, a draft copy of which is attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $120,000 of Motor Fuel Tax funds for these engineering services and designated as Section 18-00999-52-RS.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
BE IT FURTHER RESOLVED that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated January 18, 2013.
