Staff Summary
• The Health Department received $25,000 in additional grant funding for the period of July 1, 2025, through June 30, 2026, which was not previously appropriated because the grant resources were approved after the County’s adoption of the Fiscal Year 2025 budget.
• This funding is to develop and expand a coordinated resource system for families, which includes education, outreach, and home visiting services for expectant parents and families with new babies and young children up to age five.
• This will fund temporary employment staff that perform community outreach.
• If funding for the positions and services end, and new funding is not secured, the positions and services will be eliminated.

RESOLUTION
WHEREAS, the Lake County Health Department and Community Health Center has received a grant increase delivered by our Prevention Unit; and
WHEREAS, these dollars will provide an increase in services to Lake County with no impact on local taxes; and
WHEREAS, the additional funding amount totaling $25,000 for the period of July 1, 2025, through June 30, 2026, has not been previously appropriated, having been approved after adoption of the Fiscal Year 2025 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $25,000 is hereby authorized in the Health Department Fiscal Year 2025 budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:
Steans Family Foundation - iGrow, $25,000.
