Joint resolution authorizing the execution of an intergovernmental agreement with the Special Education District of Lake County for the purpose of providing police services.

 

Staff Summary

                     The Sheriff’s Office has provided police services to the Special Education District for more than 8 years.

                     The District has agreed to continue the 8 hour police services contract for a period of 3 more years.

                     The Sheriff’s Office has been working with the District to develop a plan to increase the amount of the contract over time to bring them in line with the actual cost of providing the service. 

                     The percentage plan reimbursement for the total cost of this service for years 1 through 3 is: 65%, 70% and 75% with the goal of workings towards achieving full reimbursement. This result in a 10.60% increase in 2011, 11.95% increase in 2012 and 11.76% increase in 2013.

 

Body

                     WHEREAS, the Special Education District of Lake County “SEDOL” has requested that the Sheriff continue to provide additional police services to said entity; and

 

                     WHEREAS, both the COUNTY and SEDOL are authorized by the terms and provisions of 5 ILCS 220/5 to enter into intergovernmental agreements, ventures and undertakings to perform jointly any governmental purpose or undertaking either of them could do singularly; and

 

                     WHEREAS, SEDOL has requested a continuation of police services of eight (8) hours per day, for an estimated one hundred and seventy (170) days per year; and

 

                     WHEREAS, the SHERIFF is willing to provide the regular and consistent police presence; and

 

                     WHEREAS, the County Administrator’s Office and the Sheriff have negotiated an Intergovernmental Agreement with SEDOL relative to providing said services.

 

                     WHEREAS, the County and the District are proposing that the new rate for the patrol service will be for calendar year 2011, $68,088 or $5,674 per month, for calendar year 2012 $76,236 or $6,353 per month and for calendar year 2013, $84,936 or $7,078 per month; and

 

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chair of the Board and the Sheriff are hereby authorized to execute an Intergovernmental Agreement with the Special Education District of Lake County for the purpose of continuing to provide additional police services in the District, effective January 1, 2011.

 

                     BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to forward a certified copy of this Resolution to the Special Education District of Lake County and the Lake County Sheriff.
