Staff Summary
• After a reapportionment plan is established, Illinois Statute requires the County Board establish terms of office and method of compensation.
• For terms of office, members are elected by dividing the county board districts into three groups.
• Consistent with previous election terms, Group One’s term cycle will be four years, four years and two years; Group Two will be four years, two years and four years; and Group Three will be two years, four years and four years.
• The method of compensation for the Board Members shall be on an annual basis and shall be as outlined in the attached ordinance.

JOINT ORDINANCE ESTABLISHING TERMS OF OFFICE AND COMPENSATION FOR THE LAKE COUNTY BOARD
WHEREAS, Illinois Compiled Statutes, Chapter 55, Section 5/2-3001, et seq. requires the County Board to reapportion the County by July 1, 2011; and
WHEREAS, the Reapportionment Committee of the Lake County Board recommended a reapportion plan that establishes 21 County Board Districts; and
WHEREAS, Illinois Compiled Statutes, Chapter 55, Section 5/2-3009, requires that the members of the county board determine terms of office for the county board districts publicly by lot as equally as possible establishing either 2 or 3 groups no later than September 1 of the year of the next general election following reapportionment; and
WHEREAS, the Reapportionment Committee recommended that the county board districts be divided into three (3) groups for purposes of establishing terms of office for members of the Lake County Board following reapportionment; and
WHEREAS, Illinois Compiled Statutes, Chapter 55, Section 5/2-3008, also requires that at the time it reapportions its county, the county board shall determine whether the salary to be paid the members to be elected shall be computed on a per diem basis, on an annual basis or on a combined per diem and annual basis, and shall fix the amount of that salary.
WHEREAS, the Reapportionment Committee recommended that the method of compensation for the Board Members shall be on an annual basis, with said amount to be established in accordance with the applicable provisions of Illinois law.
NOW, THEREFORE, BE IT ORDAINED, by this County Board of Lake County, Illinois that:
1. The Lake County Board to be elected in 2012 shall be elected by County Board Districts, the County Board Districts shall be divided into three (3) groups for purposes of establishing terms of office, and a lottery shall be held to determine the term cycle for the Board Members to be elected for each district from the three (3) groups.
2. The term cycle for each Board Member shall be as follows:
a. Group 1 - Four (4) year, four (4) year and two (2) year terms
b. Group 2 - Four (4) year, two (2) year and four (4) year terms
c. Group 3 - Two (2) year, four (4) year and four (4) year terms
3. The method of compensation for the Board Members with four year terms beginning in Fiscal Year 2013 shall be:
a. For the Fiscal Year 2013: $40,945 per annum
b. For the Fiscal Year 2014: $40,945per annum
c. For the Fiscal Year 2015: $40,945 per annum
d. For the Fiscal Year 2016: $40,945 per annum
4. The method of compensation for the Board Members with two year terms beginning in Fiscal Year 2013 shall be:
a. For the Fiscal Year 2013: $40,945 per annum
b. For the Fiscal Year 2014: $40,945 per annum
5. The method of additional compensation for the Chair of the County Board shall be:
a. For the Fiscal Year 2013:
Chair of County Board $ 40,945 per annum
Liquor Commissioner $ 3,000 per annum
Car allowance $ 500 per month
b. For the Fiscal Year 2014:
Chair of County Board $ 40,945 per annum
Liquor Commissioner $ 3,000 per annum
Car allowance $ 500 per month
BE IT FURTHER ORDAINED, that this joint ordinance shall be filed with the County Clerk.
