Staff Summary
• The Housing Opportunity Development Corporation, contract purchaser, on behalf of the Lake County Housing Authority, record owner, has petitioned for a Conditional Use Permit (CUP) for a Planned Unit Development (PUD) and a PUD Preliminary Plan for a 24-unit residential apartment building “Midlothian Manor”.
• The subject property is comprised of two parcels totaling 2.56 acres and is located at 22843 and 22795 W. North Lakewood Ln., Lake Zurich, Illinois; PINs 1416100056 and 1416100057.
• Staff has recommended approval of the CUP for a PUD and PUD Preliminary Plan.
• At the close of the Lake County Zoning Board of Appeals (ZBA) hearing held on May 28, 2026, the ZBA unanimously recommended approval of this request, subject to ZBA conditions specified in Exhibit A, as attached.
• This application for a CUP for a PUD and PUD Preliminary Plan is presented in conjunction with ZBA application No. 001162-2026 for a rezoning from the R-1 to R-6 zoning district.

RESOLUTION
WHEREAS, a public hearing was held by the Lake County Zoning Board of Appeals (ZBA) on May 28, 2026, pursuant to the Statutes of the State of Illinois on the petition of the Housing Opportunity Development Corporation, contract purchaser, on behalf of the Lake County Housing Authority, record owner, who seeks a Conditional Use Permit (CUP) for a Planned Unit Development (PUD) for a 24-unit residential apartment building for the following real estate, legally described in ZBA application No. 001163-2026 Exhibit B - Legal Description; and
WHEREAS, your Planning, Building and Development Department duly considered the aforesaid petition and recommends that it be approved; and
WHEREAS, your Zoning Board of Appeals, after a review of testimony and evidence presented at the May 28, 2026, public hearing on the aforesaid petition and subsequent approval of a resolution of findings of fact supporting its recommendation at its June 25, 2026, ZBA meeting, has submitted its report thereon to the Planning, Building, Zoning and Environment Committee of the Lake County Board which recommends by a vote of 7 - 0 that the petition be approved, subject to the applicant complying with the conditions set forth in ZBA application No. 001163-2026 Exhibit A attached to this resolution; and
WHEREAS, your Planning, Building, Zoning and Environment Committee has duly considered the petition and reports aforedescribed and recommends the petition be granted subject to the applicant complying with the conditions listed in ZBA application No. 001163-2026 Exhibit A.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the requested Conditional Use Permit for a Planned Unit Development and PUD Preliminary Plan for a 24-unit residential apartment building be approved subject to conditions set forth in Exhibit A of ZBA application No. 001163-2026.
