Joint resolution authorizing an agreement with Civiltech Engineering Inc., Itasca, Illinois, for the provision of Phase I preliminary engineering services for the proposed Fremont Center Road extension at a maximum cost of services described as $671,758, appropriating $810,000 of ¼% Sales Tax for Transportation and Public Safety funds for these engineering services, and designated as Section 12-00138-02-ES.

·      A consultant will be utilized to complete Phase I preliminary engineering services, which includes investigating corridor alignments for the future extensions of Fremont Center Road, Winchester Road, and Alleghany Road in an area bounded by Illinois Route 60, Peterson Road, and Illinois Route 83.
·      The Phase I engineering study will determine the extent of improvements needed near the intersection of Fremont Center Road and Illinois Route 60.
·      The selected, and recommended, firm is Civiltech Engineering, Inc., Itasca, Illinois, for a maximum cost of services described as $671,758.

R E S O L U T I O N
 
WHEREAS, Fremont Center Road, County Highway 62, is a designated route on the County highway system; and
 
WHEREAS, the Phase I preliminary engineering services will include investigating corridor alignments for the future extensions of Fremont Center Road, Winchester Road, and Alleghany Road in an area bounded by Illinois Route 60, Peterson Road, and Illinois Route 83; and
 
WHEREAS, the Phase I engineering study will determine the extent of improvements needed near the intersection of Fremont Center Road and Illinois Route 60; and
 
WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase I preliminary engineering services; and
 
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
 
WHEREAS, Civiltech Engineering Inc., Itasca, Illinois, are consulting engineers skilled in the provision of said Phase I preliminary engineering services.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Civiltech Engineering Inc., Itasca, Illinois, be employed to provide said Phase I preliminary engineering services, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement for consultant engineering services between Lake County and Civiltech Engineering Inc., Itasca, Illinois, for a maximum cost of services described as $671,758, a draft copy of which is attached hereto.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.
 
BE IT FURTHER RESOLVED that there is hereby appropriated $810,000 of ¼% Sales Tax for Transportation and Public Safety funds for these engineering services, and designated as Section 12-00138-02-ES.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation provided.
