Joint Resolution authorizing the acceptance of an Edward Byrne Memorial Justice Assistance Grant with the United States Department of Justice program on behalf of the Lake County State’s Attorneys Office for the purpose of providing education and information to elderly domestic violence victims, for procuring Elder Abuse Awareness Campaign materials; and in connection therewith authorizing an emergency appropriation in the amount of $5,172.

• This is an application for grant monies from the Edward Byrne Memorial Justice Assistant Grant Program. This funding supports a broad range of activities to prevent and control crime and to improve the criminal justice system.
• Under this program the City of Waukegan and the County of Lake on behalf of the Lake County State’s Attorneys Office are eligible for a joint award of $19,896 in FFY2008 grant monies.
• The potential allocation of the eligible funds is $5,172 to the County of Lake on behalf of the State’s Attorneys Office and $14,724 to the City of Waukegan.

RESOLUTION
WHEREAS, the County of Lake on behalf of the Lake County State’s Attorneys Office and the City of Waukegan has applied for an Edward Byrne Memorial Justice Assistance Grant that provides grant monies to local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system; and
WHEREAS, the Lake County State’s Attorneys Office will use this funding to produce materials, and provide education and information to domestic violence victims; and
WHEREAS, Edward Byrne Memorial Justice Assistance Grant is in the amount of $5,172, and it is necessary to appropriate this amount; and
WHEREAS, it is necessary and required by the Granting Agency that a Memorandum of Understanding between the County of Lake and City of Waukegan be executed in order to define how the grant funds will be disbursed.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the acceptance and execution of an Edward Byrne Memorial Justice Assistance Grant from the United State Department of Justice for the Lake County State’s Attorneys Office is hereby authorized; and
BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $5,172 is hereby authorized in Fund 101, management center to be set by the Controller, account 79950 for the Elder Abuse Awareness Campaign, with offsetting revenue of $5,172 in Fund 101, management center to be set by the Controller, account 45330.
