Staff Summary
• Lake County has been awarded American Recovery and Reinvestment Act (ARRA) and Energy Efficiency and Conservation Block Grants (EECBG) Guidelines/Requirements funds for this project.
• There is a need for consulting and design services for the development of Sustainable Building and Development Standards for Lake County.
• Request for Proposals were extended to (30) thirty proposers and (10) ten proposals were received.
• An evaluation committee with representation from the Planning, Building and Development Department and Finance and Administrative Services division reviewed, evaluated and ranked all proposals.
• The evaluation committee determined that the proposal submitted by The Lakota Group, Chicago, IL in the amount of $94,940 is the most favorable proposal.
• The cost will be charged to account number 101-1103910-71150-000-000-000-00000.

WHEREAS, Lake County has been awarded American Recovery and Reinvestment Act (ARRA) and Energy Efficiency and Conservation Block Grants (EECBG) Guidelines/Requirements funds for this project; and
WHEREAS, There is a need for consulting and design services for the development of Sustainable Building and Development Standards for Lake County; and
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for consulting and design services for the development of Sustainable Building and Development Standards for Lake County; and
WHEREAS, subsequent to said publication, Request for Proposals were extended to thirty (30) proposers and sealed proposals were received and opened on February 25, 2010 at 2:00 p.m., in the County Building, Waukegan from ten (10) proposers; and
WHEREAS, an evaluation committee with representation from the Planning, Building and Development Department and Finance and Administrative Services division reviewed, evaluated and ranked all proposals; and
WHEREAS, based on the criteria set forth in the Request for Proposals, the evaluation committee determined that the proposal submitted by The Lakota Group, Chicago, IL is the most favorable proposal.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into a contract with The Lakota Group, Chicago, IL for consulting and design services for the development of Sustainable Building and Development Standards for Lake County in the amount of $94,940 charging the costs thereof to account number 101-1103910-71150-000-000-000-00000 and requests its adoption.
