Staff Summary
• The Lake County Department of Public Works (LCPW) owns and operates three water reclamation facilities and approximately 480 miles of adjoining pipes in the sanitary system, which convey sewer from residential and commercial users to the treatment facilities.
• Although LCPW has an active capital program, we occasionally encounter pipe failures in the sanitary system. A segment of the pipe and a manhole approximately 30 feet deep on LCPW’s southeast interceptor sewer near Salem Lake Dr. failed and needed immediate repair.
• The Director of Public Works certified an emergency condition necessitating the need to repair the failed pipe (Failure to perform the work would have posed a threat to public health, welfare, safety, and prevent or minimize serious disruption of government service).
• Berger Contractors was able to perform the repair on a Time and Materials contract due to the repair depth and uncertainty of the scope. Repair work was performed and completed 5/10/2025 thru 6/6/2025.
• This resolution ratifies the emergency repair procurement and appropriates $219,847.59 of Fund 610 Public Works Fund reserves.

RESOLUTION
WHEREAS, the Lake County Department of Public Works (LCPW) owns and operates three water reclamation facilities with over 480 miles of sanitary sewer pipes throughout the County; and
WHEREAS, the facilities and equipment sometimes fail and require emergency replacement and rehabilitation; and
WHEREAS, LCPW experienced failures to a portion of a southeast interceptor sanitary sewer pipe off Salem Lake Drive that required immediate repair; and
WHEREAS, in accordance with Section 33.067 of the Lake County Purchasing Ordinance, the Director of Public Works certified an emergency repair was necessary for the southeast interceptor sewer main.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Emergency Procurement authorized by the Director of Public Works with Berger Contractors, Inc. in the amount of $219,847.59 for repair of the southeast interceptor sewer along Salem Lake Drive is ratified; and
BE IT FURTHER RESOLVED, that $219,847.59 is hereby appropriated from Fund 610 Public Works Fund reserves.
