Joint resolution authorizing a contract with Peter Baker & Son Co., Lake Bluff, Illinois, in the amount of $2,770,861.99 for the resurfacing of Fairfield Road (Nippersink Road to Illinois Route 134); Fairfield Road (Monaville Road to Illinois Route 132); Wilson Road (Illinois Route 60 to Nippersink Road), which will be improved under the Illinois Highway Code for a total of 4.0 miles, and appropriating $3,325,000 of Motor Fuel Tax funds.

 

Staff Summary

                     Fairfield Road (Nippersink Road to Illinois Route 134); Fairfield Road (Monaville Road to Illinois Route 132); Wilson Road (Illinois Route 60 to Nippersink Road), needs resurfacing.

                     This resurfacing improvement has been identified within the County’s pavement management system and is included in the highway improvement program and designated as Section 18-00999-59-RS.

                     A total of one bid was received, in the amount of $2,770,861.99, and the responsible bidder is Peter Baker & Son Co., Lake Bluff, Illinois, with a contract amount of $2,770,861.99.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the resurfacing of Fairfield Road (Nippersink Road to Illinois Route 134); Fairfield Road (Monaville Road to Illinois Route 132); Wilson Road (Illinois Route 60 to Nippersink Road), which will be improved under the Illinois Highway Code for a total of 4.0 miles; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on June 4, 2019, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois, a tabulation of said bid being as follows:

 

Peter Baker & Son Co.

Lake Bluff, Illinois

$2,770,861.99

 

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Peter Baker & Son Co., Lake Bluff, Illinois, their bid being $2,770,861.99 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Peter Baker & Son Co., Lake Bluff, Illinois, in accordance with their bid of $2,770,861.99 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the resurfacing of Fairfield Road (Nippersink to Illinois Route 134); Fairfield Road (Monaville Road to Illinois Route 132); Wilson Road (Illinois Route 60 to Nippersink Road), which will be improved under the Illinois Highway Code for a total of 4.0 miles, and designated as Section 18-00999-59-RS.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriations provided.

 

BE IT FURTHER RESOLVED that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $3,325,000 of Motor Fuel Tax funds.

 

BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
