Staff Summary
·      Lake County has undertaken an initiative to establish a standardized open architecture HVAC Building Automation System (BAS) for all buildings throughout Lake County.
·      In September, 2007, the Lake County Board approved a $65,000 contract with Appin Associates, Winnipeg, Canada based on a request for information/statement of interest called for by publication to provide Building Automation Control Network (BaCnet) engineering, specification and commissioning services.
·      This has resulted in the HVAC systems of the Office of the Public Defender and the Central Permit Facility being monitored centrally from Facilities Management in Waukegan and remotely by field personnel.
·      A need to retain engineering and commissioning services for the Coroner's Office, administrative tower heating and cooling plant replacement and to interface existing and new equipment onto the BAS network.
·      Lake County has a satisfactory relationship with Appin Associates.
·      Negotiations were conducted for engineering services for this work in accordance with Sections 5-101(3) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act.
·      It has been determined to be in the best interest of the County to enter into a contract with Appin Associates, Winnipeg, Canada at a reasonable compensation.
·      This contract will cost the County $158,720.

      WHEREAS, Lake County has undertaken an initiative to establish a standardized open architecture HVAC Building Automation System (BAS) for all buildings throughout Lake County; and
 
      WHEREAS, in September, 2007, the Lake county Board approved a $65,000 contract with Appin Associates, Winnipeg, Canada based on a Request for Information/Statement of Interest called for by publication to provide Building Automation Control Network (BaCnet) Engineering, Specification and Commissioning services; and
 
      WHEREAS, that work resulted in the HVAC systems of the Office of the Public Defender and the Central Permit Facility being monitored centrally from Facilities Management in Waukegan and remotely by field personnel; and
 
WHEREAS, there is a need to retain Engineering and Commissioning services for the Coroner's Office, Administrative Tower Heating and Cooling Plant Replacement and to interface existing and new equipment onto the BAS network; and
 
WHEREAS, Lake County has a satisfactory relationship with Appin Associates for this work; and
 
 
 
WHEREAS, negotiations were conducted for this work in accordance with Sections 5-101 (3) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act; and
 
WHEREAS, it has been determined to be in the best interest of the County to enter into a contract with Appin Associates, Winnipeg, Canada at a reasonable compensation taking into account scope, complexity, and the nature of services to be rendered.
 
      NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into a contract with Appin Associates, Winnipeg, Canada in the amount estimated not to exceed $158,720 to provide Engineering and Commissioning services charging 101-1103285-71150.
