• The Division of Transportation has one 10,000-ton capacity salt dome situated at its yard in Libertyville constructed in 1992.
• This salt storage has proven to be inadequate to maintain salt inventory sufficient to deal with the snow and ice control needs of recent winters and the increase in county highway lane miles since 1992.
• The construction of a second salt dome will be funded partially by the county Capital Improvement Program fund in the amount of $600,000 and the remainder from County Motor Fuel Tax funds.
• One bid was received; the sole responsible bidder is Dome Corporation of North America, Saginaw, Michigan in the amount of $889,650.

R E S O L U T I O N
WHEREAS, pursuant to authority granted by this Board of Lake County, the County Engineer heretofore called for sealed bids by publication contract for the construction of a second salt dome at the Division of Transportation yard in Libertyville and designated as Section 08-00214-17-MG; and
WHEREAS, pursuant to said publication calling for said bids, a sealed bid was received and opened on July 15, 2008, at 10:00 a.m., at the Lake County Division of Transportation in Libertyville, Illinois, said bid being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer, and the Purchasing Director have examined the bid, and it appears that the lowest responsible bidder is Dome Corporation of North America, Saginaw, Michigan, their lump sum bid being $889,650.00; and
WHEREAS, this County Board of Lake County, Illinois, by prior resolution at its meeting of May 13, 2008, appropriated $500,000.00 of Motor Fuel Tax funds for the improvement of the aforesaid section over and above the 2008 county capital improvement funds budgeted for the improvement of $600,000.00.
NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that a contract be awarded to said Dome Corporation of North America, Saginaw, Michigan, in accordance with their lump sum bid of $889,650.00 and that the Purchasing Agent, the County Clerk and the County Engineer of Lake County be authorized, and they are hereby directed, to enter into a contract with said bidder for the construction of a second salt dome at the Division of Transportation yard in Libertyville and designated as Section 08-00214-17-MG.
BE IT FURTHER RESOLVED that award be processed by the County Engineer for final approval of the IDOT in accordance with the “Agreement of Understanding” between the IDOT and Lake County dated January 22, 2003.
