Resolution establishing a National Association of Counties (NACo) Board Representative and providing for the appointment of Mary Ross Cunningham to coordinate with the Lake County Board Chairman, County Administrator’s Office (CAO), and NACo.

• Lake County relies on NACo to assist in advocating and advancing its federal legislative agenda.
• The County desires to appoint a NACO Representative responsible for coordinating with the Chairman, CAO and NACo to assist in the implementation of the County Board's federal legislative agenda.
• The NACo Board Representative will work with the County Board Chairman and members serving on Steering Committees to sponsor NACo resolutions per the legislative agenda, board direction or with the consent of the Chairman or standing committee chair, if impractical, to secure a board vote.
• The NACo Board Representative will serve as an ambassador between the County and NACo and assist members in understanding opportunities and benefits NACo provides for advocacy on county issues and professional develop of the county board and staff.
• The NACo Board Representative will work with the County Board Chairman to ensure Lake County's weighted votes for NACo’s second Vice Chair are cast by Lake County, or, assigned by proxy, to the Illinois Counties Association, when appropriate.
• The decision regarding casting Lake County's votes for second Vice Chair is the decision of the County Board Chairman and may be made in consultation with the NACo Board Representative.

RESOLUTION
WHEREAS, your Chairman requests the board create the position of NACo Board Representative; and
WHEREAS, the NACo Board Representative will hold a two-year term coinciding with the County Board’s reorganization; and
WHEREAS, Lake County relies on NACo to advocate and advance its federal legislative agenda; and
WHEREAS, the NACo Board Representative will be responsible for coordinating with the Chairman, CAO and NACo to assist in the implementation of the County Board's federal legislative agenda; and
WHEREAS, Lake County frequently sponsors resolutions and seeks their incorporation into the NACo federal legislative program; and
WHEREAS, the NACo Board Representative will work with the Chairman and members serving on steering committees to sponsor NACo resolutions per the legislative agenda, board direction or with the consent of the Chairman or standing committee chair if impractical to secure a board vote; and
WHEREAS, Lake County has the opportunity to cast a significant number of votes in the annual election for NACo’s second Vice President who eventually becomes the President of NACo; and
WHEREAS, the NACo Board Representative will work with the Chairman to ensure Lake County's weighted votes for NACo’s second Vice Chair are cast by Lake County or assigned by proxy to the Illinois Counties Association when appropriate; and
WHEREAS, the decision regarding casting Lake County's votes for second Vice Chair is the decision of the County Board Chairman and may be made in consultation with the NACo Board Representative; and
WHEREAS, Lake County board members regularly attend NACo conferences and serve on Steering Committees that meet in person and via conference call throughout the year; and
WHEREAS, the NACo Board Representative will serve as an ambassador between the County and NACo and assist members in understanding opportunities and benefits NACo provides for advocacy on county issues and the professional development of the county board and staff; and
WHEREAS, your Chairman requests that Member Mary Ross Cunningham be appointed as the NACo Board Representative.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the NACo Board Representative position be created for a term of two-years coinciding with the County Board Reorganization; and
BE IT FURTHER RESOLVED, that Mary Ross Cunningham be appointed as Lake County’s NACo Representative with a term date ending November 30, 2018.
