Staff Summary
· The County advertised the vacancy for the Director of Workforce Development nationally and received 251 applications.
· A selection committee consisting of representatives from various County departments and the Workforce Investment Board interviewed four candidates, and the County Administrator conducted interviews with the two finalists, selecting Jennifer Stasch as the best candidate.
· The County Administrator consulted with the Chairman of the Board and the Chair of the Health and Community Services Committee and hereby recommends that the County Board appoint Jennifer Stasch as the Director of the Lake County Workforce Development Department.
· Pending appointment by the County Board, Ms. Stasch has accepted the offer and will begin work for Lake County on June 25, 2012.

WHEREAS, with the vacancy of the Director of Workforce Development the County Administrator advertised the position nationally; and
WHEREAS, an extensive search resulted in 78 qualified applicants from across the country that submitted their credentials for consideration; and
WHEREAS, following the initial screening process, a 6 member committee was formed to interview the top 4 applicants; and
WHEREAS, the committee conducted interviews of the applicants, narrowing the candidates to 2 finalists for second interviews. The 2 finalists were interviewed a second time by the County Administrator and Assistant County Administrator; and
WHEREAS, the County Administrator has consulted with the Chairman of the Board and the Chair of the Health and Community Services Committee (who also participated on the interview committee) and hereby recommends the appointment of Jennifer Stasch as the Director of Workforce Development for Lake County, and
WHEREAS, Ms. Stasch brings a tremendous background in the area of Workforce Development; and
WHEREAS, a conditional offer has been extended to Ms. Stasch pursuant to the terms of the letter attached hereto, and
WHEREAS, Ms. Stasch has accepted the offer pending appointment by this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Jennifer Stasch be appointed Director of Workforce Development at an annual salary of $102,000, with other terms and conditions of employment outlined in the Letter of Acceptance (attached hereto and made a part hereof); and
BE IT FURTHER RESOLVED, which said appointment shall take effect on June 25, 2012.
