RESOLUTION
WHEREAS, Lake County PASSAGE is a cooperative initiative of IDOT and Lake County to implement the federal initiative for the Intelligent Transportation System (ITS) in Lake County; and
WHEREAS, Lake County by and through its Division of Transportation and in cooperation with IDOT and the City of Highland Park now desires to utilize federal highway funds to proceed with Phase II engineering services (Design Engineering); and
WHEREAS, this County Board of Lake County, Illinois, at its meeting of November 18, 2008 authorized the execution of an agreement between Lake County and the City of Highland Park for costs of improvements for connection to Lake County PASSAGE associated with the traffic signals owned by the City of Highland Park; and
WHEREAS, this improvement will be traffic signal modifications at 26 intersections along various routes in the City of Highland Park along with interconnect with Lake County PASSAGE; and
WHEREAS, Lake County has received federal Congestion Mitigation and Air Quality (CMAQ) funding for the design of this improvement; and
WHEREAS, it is advisable that a firm be employed to provide professional services for said signal system enhancements including the provision of fully functional and integrated traffic signal systems and equipment upgrades; and
WHEREAS, Lake County has selected a professional engineering services firm, Christopher B. Burke Engineering, Ltd. Rosemont, Illinois, in accordance with the Local Government Professional Services Selection Act, for said signal system enhancements including interconnection with PASSAGE.
NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Christopher B. Burke Engineering Ltd., Rosemont, Illinois, be employed to provide professional services for the traffic signal modifications at 26 intersections along various routes in the City of Highland Park and interconnection with Lake County PASSAGE, and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract for the
provision of said professional engineering services between Lake County and Christopher B. Burke Engineering, Ltd. Rosemont, Illinois. The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $170,000 of Motor Fuel Tax funds for these engineering services and designated as Section 06-00924-00-TL.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated herein does not exceed the appropriation aforesaid.
BE IT FURTHER RESOLVED that copies of this agreement when executed in its final form be submitted to the Illinois Department of Transportation for their approval and final processing.
