•                     A consultant will be utilized to undertake Phase II engineering services (Design Engineering).

•                     The selected and recommended firm is Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, for $196,648.16 though IDOT approval is required.

•                     This resolution appropriates $240,000.00 of Matching Tax funds for these engineering services designated as Section 08-00259-00-TL.

R E S O L U T I O N

                     WHEREAS, a portions of Lewis Avenue (County Highway 27) between York House Road (County Highway 65) and 14^th Street (County Highway 13) is a designated route on the county highway system; and

WHEREAS, it would be beneficial to the safety and welfare of the motoring public if the traffic control signals along Lewis Avenue between York House Road 14^th Street could be modernized and interconnected; and

WHEREAS, the intersections with said traffic control signals are: 1) York House Road, 2) Ballentine Street, 3) Sunset Avenue, 4) Williamsburg Drive, 5) Roger Edwards Avenue/Harding Avenue, 6) Glen Flora Avenue, 7) Ridgeland Avenue, 8) Grand Avenue, 9) Brookside Avenue, 10) Washington Street, 11) Belvidere Street, 12) Dougdale Road, 13) 10^th Street and 14) 14^th Street; and

WHEREAS, the free flow of traffic along Lewis Avenue is beneficial to the safety and welfare of the  State of Illinois, the City of Waukegan and the county as a whole; and

WHEREAS, the City of Waukegan and Lake County have entered into an agreement for the improvement and maintenance of the traffic control signals along Lewis Avenue between York House Road and 14th Street, approved at the June 10, 2008 County Board Meeting; and

WHEREAS, Lake County under terms of said agreement, is the local lead agency for the improvement of said traffic control signals; and

WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase II engineering services (Design Engineering) for the above-said improvement to the traffic control signals situated along Lewis Avenue between York House Road and 14^th Street; and

WHEREAS, Lake County by and through its Division of Transportation has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and  

WHEREAS, Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, are consulting engineers skilled in the provision of said Phase II engineering services (Design Engineering).

NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, be employed to provide said Phase II engineering services (Design Engineering), and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, an agreement for consultant engineering services between Lake County and Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois. The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.  

BE IT FURTHER RESOLVED that there is herby appropriated $240,000.00 of Matching Tax funds for these engineering services designated as Section 08-00259-00-TL.

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated herein does not exceed the appropriation aforesaid.

BE IT FURTHER RESOLVED that this agreement when executed in its final form be submitted to the Illinois Department of Transportation for their approval and final processing.
