Committee action to modify a contract with Grumman/Butkus Associates, Evanston, IL, for Energy Audit Consulting Services in an amount not to exceed $84,000.
Staff Summary
• In July, 2008, the Lake County Board authorized a contract with Grumman/Butkus Associates, Evanston IL for Energy Audit Consulting Services in the amount of $154,700.
• The award was based on a review of Statements of Interest and Qualifications received from ten firms in accordance with Section 5-101(3) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act (50 ILCS 510/1 et seq.).
• In February of 2010 Contract Modification #1 to create a “shovel ready”, energy efficiency, project list that could be funded from the EECBG program was approved in the amount of $3,776.
• There is a need to issue Contract Modification #2 for engineering commissioning services for the recently completed heating and cooling plant replacement and for mechanical system renovations on floors 2-5 of the administrative tower at 18 N. County Street.
• Grumman/Butkus Associates has provided a proposal for the engineering services necessary to meet these requirements.
• This change is germane to the original contract as signed, and is in the best interests of the County and authorized by law.
• In accordance with Article 8, Section 101 (1) of the Lake County Purchasing Ordinance, it is hereby requested that the Purchasing Agent be authorized to enter into Contract Modification #2.
• This modification will cost the County $80,000 plus reimbursable expenses not to exceed $4,000 charged to account # 101-1103280-82020-000-000-000-00000.

1. In July, 2008, the Lake County Board authorized a contract with Grumman/Butkus Associates, Evanston IL for Energy Consulting Services in the amount of $154,700.00.
2. The award was based on a review of Statements of Interest and Qualifications received from ten firms in accordance with Section 5-101(3) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act (50 ILCS 510/1 et seq.).
3. The contract anticipated the need for future retro-commissioning services.
