Joint resolution accepting the Illinois Department of Healthcare and Family Services (IDHFS) funding and authorizing an emergency appropriation in the amount of $1,555,400 for the Medicaid Federal Financial Participation ("Medicaid Match") Initiative.
Staff Summary
* The $1,555,400 IDHFS funding will be used to renovate the layout of the first-floor lobby and adjacent workspaces at 3010 Grand Avenue, Waukegan, Illinois.
* As discussed during the Fiscal Year (FY) 2020 budget process, this "Medicaid Match" received at the end of FY 2018 has fallen into the Health Department's Fund 210 balance and, therefore, is being emergency appropriated out of the fund reserves of the Health Department Fund. Sufficient reserves remain in the fund to meet or exceed the Lake County Fund Balance Policy.
* The funding will be for the period of December 1, 2019 through November 30, 2020.

RESOLUTION
WHEREAS, the Lake County Health Department and Community Health Center has received a funding increase delivered by our Administration Unit; and
WHEREAS, this "Medicaid Match" funding amount, totaling $1,555,400, was received at the end of Fiscal Year 2018 and, therefore, is being emergency appropriated out of the fund reserves of the Health Department Fund; and
WHEREAS, sufficient reserves remain in the fund to meet or exceed the Lake County Fund Balance Policy; and
WHEREAS, the funding will be for the period of December 1, 2019 through November 30, 2020.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $1,555,400 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:
