RESOLUTION
WHEREAS, Lake County has 230 units of local government of which 144 are independently elected, 27 are appointed by the County Board; and
WHEREAS, state law grants Illinois' 102 county boards the authority to consolidate a narrow group of units of government they appoint; and
WHEREAS, 14 of the 27 local units of government appointed by the Lake County Board are subject to the state's Local Government Reduction and Efficiency Act.; and
WHEREAS, the process by which to consolidate or dissolve county board-appointed units of government is detailed and lengthy; and
WHEREAS, the Chairman has identified three appointed entities that he, the County Board and staff will prioritize for consolidation, dissolution and transfer of appointment throughout 2018; and
WHEREAS, the Chairman has also identified two areas for initial review to assess the feasibility and benefit of consolidation.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board endorses the implementation of the 2018 Consolidation Action Plan for Lake County Board-Appointed Units of Government.
